GOPHER STATE BASEBALL LEAGUE LEVELS OF PLAY
“AAA” - This is the highest organized competitive level in Minnesota. This level of play consists of the top team(s) from a traveling baseball association.
“AA” - This level is intended for teams from communities that have already provided teams at the AAA level. AA may also (in some cases) be defined as a level for teams that are not currently able to compete at the AAA level.
“A” - This is the developmental level of traveling baseball. The A level is often used to place teams trying to prepare for a higher level of play.
TEAM CLASSIFICATION POLICY
Associations entering teams in the 2017 Gopher State Baseball League (GSBL) at the 10u-15u levels (9u is OPEN) must enter a AAA team prior to entering any AA teams at any given age level. An association/community wishing to enter AA teams without at least one AAA team at a given age level is entitled to petition through the Gopher State Baseball Board of Advisors. It is the responsibility of each GSBL member association to uphold the integrity of each level of play offered within the league by properly classifying their teams. Any decision made by the Board of Advisors is not eligible for further appeal. Each decision is in effect for the current season.
This season, associations will have the opportunity to petition a team’s classification at one of two different hearings (December 1 and March 13) to the Board of Advisors (BOA). A second hearing was added for teams that have fall tryouts and would like to know what level to start signing up their teams. You may only petition at one of the two hearings, you may not petition the same team twice. A “Past Performance Analysis” must be submitted by November 23 or March 9 to the GSBL Commissioner in order to be allowed to petition any team(s) that will be participating in the GSBL in 2017.
1) Teams with history in the GSBL (participated in 2016) in the AA or A level and that finished with a winning percentage of .750 and above will need to petition the GSBL Board of Advisors (BOA) to remain at their 2016 level in the 2016 season. The BOA reserves the right to review any team’s classification prior to the beginning of the next season.
If a AA team finishes at .750 or above and their association already has a team at the AAA level for 2017, they do not have to petition to remain at the AA level. They may, however, move to the AAA level in 2017 if they so choose.

2) Teams with history in the GSBL (participated in 2016) in the AAA level and that finished with a winning percentage below .250 will have the opportunity to petition the BOA to play down at the AA or A level in 2017.
3) Teams with history in the GSBL (participated in 2016) in the AA level and that finished with a winning percentage below .250 will have the opportunity to petition the BOA to play down at the A level in 2017.
4) New associations/communities or associations/communities that are providing traveling teams for the first time will continue to work with the GSBL staff on appropriately placing their teams into the league.
NOTE: All 15 & Under teams have the opportunity to petition to the BOA to play at the AA or 14/15A level if their association places teams in other organizations/leagues at the same age level.
